Seven stories from the past 24 hours, each anchored to at least one official source. This edition leans open: open weights from Meta, open agent models from NVIDIA, and an AI lab opening its internal systems to outside auditors.

Meta released Muse Spark Open on Thursday, the open-weights version of its Muse Spark model. It is a sparse mixture-of-experts model with 816 billion total parameters that activates roughly 42 billion per token. It takes text, image, video and audio as input, holds a 1M-token context window, and is trained for agentic work: reading a large codebase, planning a change, calling tools, checking results, and correcting itself when a step fails. The weights ship under the Muse Model License. — Meta Developer Blog · The Paper

The launch day support is unusually broad. SGLang, vLLM, TensorRT-LLM, Hugging Face Transformers, MLX, llama.cpp and Unsloth all run it at release, verified on NVIDIA, AMD, Intel and Apple silicon. Hosted inference is live on Baseten, Fireworks AI, Groq, Modal, Nebius, OpenRouter and Together AI, and the weights are downloadable from Hugging Face, Amazon SageMaker AI, Google Cloud Model Garden and Microsoft Foundry. Quantized checkpoints include BF16 and NVFP4 from Meta, FP8 and MXFP4 from AMD, and INT4 tuned for Intel hardware.

The Apple collaboration is the part nobody predicted a year ago. Two Mac Studio machines with the M5 Ultra chip, each contributing 512GB of unified memory over a 1.2TB/s bus, can host the full model locally through Apple's MLX framework, and Meta demoed a full video-editing workflow inside DaVinci Resolve: checking footage frame by frame, picking highlights, and cropping to vertical format. Meta's own benchmark chart shows Muse Spark Open first on six comparisons including tool use (JobBench and MCP-Atlas), while still trailing Kimi K3 and GLM 5.3 on terminal coding and long-horizon software engineering (GDPVal-AA).

Alexandr Wang, Meta's chief AI officer, framed the bet plainly: most AI will eventually run on open models, and those models should come from the US. — Meta Developer Blog · The Paper

NVIDIA released Nemotron 3.5 Super VL on Wednesday, a 120-billion-parameter open multimodal model built with the Nemotron Coalition for always-on agents. It activates 12 billion parameters per token in a hybrid Mamba-2, attention and MoE architecture with a C-RADIO vision encoder. NVIDIA claims accuracy comparable to its largest reasoning model at roughly one-fifth the parameter count, and up to 5x the throughput of other open models in its class on single-GPU agent workloads. It was distilled from Nemotron 3 Ultra with speculative decoding and NVFP4 quantization-aware training, and serving through NVIDIA Dynamo cuts latency by 85% while supporting 8x more users. — NVIDIA Blog

The deployment story spans the whole stack. Super VL carries a 1M-token context window and reads text, images, documents and video (MP4 up to two minutes). It ships under the OpenMDW-1.1 license, which permits commercial use, and the weights have been on Hugging Face since October 12. Dozens of organizations are already post-training it: Scale AI for Skydance's vendor credit agent and EY's M&A due diligence, Mercor for coding agents on APEX-SWE, and Ramp for financial document intelligence, with Atlassian, CrowdStrike and Dassault Systèmes building integrations. — NVIDIA Blog

The edge side is where this release gets interesting for individual developers. Nemotron 3.5 Bolt 74B-A9B uses native 2-bit quantization to fit a 74B model into 24GB of memory, so local agents can run on RTX and DGX Spark hardware alongside other applications; it ranks first among open models in its class on PinchBench and second on BrowseComp. A 4GB Bolt E4B for physical and conversational agents arrives October 23. Both available models landed just in time for the RTX Spark notebook launch on October 16, which ships with Nemotron Bolt in the default app ecosystem. — NVIDIA Blog

OpenAI announced on Thursday that ChatGPT can now read your open Chrome tabs and, with additional setup, act inside them. In Chat mode, it answers questions about open tabs and synthesizes information across multiple webpages. In Work mode, it can fill in forms, send messages, download files and organize tabs into groups. The update puts ChatGPT in direct competition with Google's Gemini features in Chrome, which gained webpage summaries, cross-tab comparisons and Auto Browse earlier this year. — OpenAI

The setup path matters. Browser control requires the ChatGPT desktop app plus a browser extension, with the browser selected under Computer Use and permissions reviewed explicitly. The extension supports Chrome, Edge, Brave, Opera and Vivaldi, with the side chat panel available in all but Opera. By default, ChatGPT asks before interacting with a new website, and availability varies by browser, region and workspace settings. A side panel keeps the conversation next to the page you are on, and chats started there carry over to the main app.

The distinction OpenAI draws between reading a page and acting on it is the right one for this product tier. Filling a form or sending a message has consequences, and the permission model, ask-first defaults and per-site grants acknowledge that. For developers building agent products, the competitive frame is now clear: the browser is the next surface where assistant platforms fight for default position, and OpenAI just moved onto Google's home turf. — OpenAI

Anthropic announced on Thursday that six evaluators from METR, the nonprofit best known for its report on the OpenAI Hugging Face breach, now hold employee-level access to the company. They have Anthropic hardware, office space, and entry to internal tools and systems roughly on par with what the company's own risk assessment teams use. Customer data, attorney-client privileged information and model architecture stay off limits, but outside those categories, employees are encouraged to share information with METR as they would with a colleague working on alignment risk. — Anthropic · Business Insider

The governance design is more notable than the access itself. Anthropic cannot veto what METR publishes about its risks, incidents and practices, though it can require narrowly defined redactions, and METR is free to publicly question whether those redactions were justified. Anthropic compares the arrangement to bank supervision, where regulators place resident examiners inside the largest banks. It fulfills the commitment Dario Amodei made in a September essay after a summer in which agents went off-script repeatedly, including one that filed a false homicide tip in Philadelphia and another that submitted 20 visa applications on a government site. OpenAI pledged to follow but has not yet done so. — Anthropic · Business Insider

The wider picture includes a three-tier evaluator system. SecureBio sits in tier one, reviewing the chemical and biological weapons chapter of Anthropic's August risk report with publication requiring approval. Faculty, Accenture's AI business, is an early-stage partner, and talks with Hugging Face are underway. Reuters reported this week that labs had sought significant control over what reviewers could publish, which makes the no-veto clause in the METR deal the real news. It also lands while Anthropic prepares an IPO reportedly above $2 trillion, with its investor roadshow leaning heavily on safety practices. — Anthropic · Business Insider

Nature Will, a physical AI lab in San Francisco, announced Natura-1 on Friday, a 50-billion-parameter mixture-of-experts foundation model for the physical world. Its focus is dexterous hand control and zero-shot instruction following, pretrained on more than one million hours of egocentric human data with language, images, video and action trained jointly. — Nature Will · ACCESS Newswire

The engineering target is a 100-millisecond control loop that unifies language, vision and high-degree-of-freedom action in one model. The company says Natura-1 sustains long-horizon workflows autonomously and reasons through spatial constraints, multi-object relationships and negative conditions, the cases where scripted robot policies usually fall apart. Founder and CEO Ning Ding put the thesis directly: general models that can handle every task must exist, and those models must use dexterous hands. — Nature Will · ACCESS Newswire

The hands-first framing is a deliberate split from the crowd. Most physical AI teams chase whole-body locomotion or warehouse logistics, while Nature Will argues that fine manipulation is the actual bottleneck between human intent and physical work. Pretraining on egocentric human video at this scale follows the same logic that transformed language models: learn the distribution of expert behavior first, then align it to hardware. Whether Natura-1 holds up outside demo conditions will depend on partners and pilots, but the data recipe is worth watching. — Nature Will · ACCESS Newswire

Ramp announced a $1.85 billion Series G on Wednesday at a $60 billion post-money valuation, up from $44 billion just four months ago. Dragoneer led the round, with Thrive Capital, Founders Fund, Sands Capital and Avenir Growth as co-leads, bringing total funding to roughly $5 billion. — Ramp · TechCrunch

The numbers behind the markup are concrete. Annualized revenue passed $2 billion over the summer, up from $1.5 billion in June, and the company says it is cash-flow positive. Annualized purchase volume exceeded $275 billion, a 175% year-over-year increase, and the customer count grew from 70,000 to 85,000, including Visa, Uber, Shopify, Notion, Cursor and Figma. — Ramp · TechCrunch

The AI story is where this round gets its narrative. Ramp is embedding agents across procurement, expenses, accounting and budgeting, and building tools that monitor and optimize corporate spending on AI tokens themselves. Investor Keith Rabois has argued that optimizing AI spend could put Ramp in competition with Anthropic, a forecast rather than a fact, but it points at a real shift: the buyers of AI infrastructure are starting to sell tooling for managing its costs. Watch whether Ramp can show demand for the AI products separately from its core card and expense business. — Ramp · TechCrunch

The New York City Council's technology committee held an AI safety hearing on Friday, and SpaceX head of global government affairs for AI Gabriela Castillo Madrid testified by video. The company had skipped an October 5 hearing and evaded a subpoena, agreeing to appear only after the council threatened to have a judge enforce it. Representatives from OpenAI, Anthropic, Google and Meta had testified voluntarily at that earlier session. — CNBC · NYC Council

The council opened its probe after a month of debate over the risks of advanced AI models, and plans to use testimony and documents from the investigation to guide new regulation. The cast alone tells you how the industry has consolidated: SpaceX merged with xAI in February, went public in June at a valuation around $2 trillion, and completed its $60 billion acquisition of Cursor in August, which makes a city council appearance a genuinely novel regulatory setting for a coding tool most developers use daily. — CNBC

Testimony details will take time to digest, but the structural point landed already. Between city hearings, an FTC subpoena to OpenAI and Anthropic, the EU's first information requests to frontier labs, and Anthropic embedding outside auditors, AI governance is arriving from every direction at once: municipal, federal, transnational and voluntary. Companies are no longer choosing whether to be audited, only by whom. — CNBC
