Freedom Holding Corp. is developing the $2bn hub under an agreement signed in November 2025 with Kazakhstan’s Ministry of Artificial Intelligence and Digital Development, the Nasdaq-listed group said in a statement on Monday. The site is planned with 100MW of available power. Freedom is the main financing and delivery partner and will run the hub.

The hub is meant for AI model training, large-scale data processing and AI services for business and government. Demand already stands at twice the planned capacity of its first stage, according to Timur Turlov, Freedom’s chief executive. Major prospective clients have said they are willing to lease future capacity for five years, the company said.

Freedom plans to open its first GPU cluster to businesses and developers as a public cloud in 2027. A separate Freedom AI Super Cluster, for government, business and science, is due to start its first phase in the first quarter of 2027.

A new Freedom Cloud data centre is under construction near Almaty. Freedom Cloud already serves more than 3,400 business and public-sector clients. The wider group runs banking, brokerage, insurance and telecoms businesses, along with ticketing, travel, e-commerce and food delivery services.

Turlov met Nvidia founder and CEO Jensen Huang in Astana on 23 October, during Huang’s first visit to Kazakhstan. Turlov presented Freedom’s technology businesses and its AI plans, the company said. The statement does not name a chip supplier for the hub.

Turlov said Kazakhstan has built a strong pool of talent that already creates technology in e-commerce and finance. Combined with domestic AI infrastructure, he said, this is becoming one of the country’s main advantages.

Other governments are chasing the same goal. Nvidia and Palantir began selling a sovereign AI stack in September. Malaysia has weighed Huawei chips for its own push, Bloomberg reported. In Europe, research has warned that sovereign AI plans could stall on data centre limits.
